HTC Basics

Date: April 22, 2014

Topics to be covered:

  • Written agreements, deeds and restrictive covenants (LURA)
  • Policies and procedures, property standards, marketing and tenant selection
  • Lease terms and tenant protections
  • Reports, record keeping, and monitoring
  • Costs and penalties associated with noncompliance
  • There will be an overview of income and asset calculation, but this course will not go into detail on these topics. Please see courses: "Qualifying the Household - Income Sources" and "Qualifying the Household - Assets" for more detailed courses

Space is limited. This is an elective training session intended for new staff or staff who have been working with Sec. 42 for 3 years or less.

Qualifying the Household - Income (NEW)

Date: May 8, 2014
Time: 8:30am-12:30pm
Location: Roseville Skating Center



Topics to be covered:

  • Employment: calculating raises, overtime, bonuses, etc.
  • Self Emploment, Social security/SSI and applying the COLA
  • Public Assistance, Regular Contributions, Student Financial Aid, and when other assistance is considered income
  • Compliance requirements for establishing household eligibility for projects funded by the Section 42 (LIHTC) Program
  • There will be an overview of assets but this will not be discussed in detail
  • This course also offered October 21, 2014

Space is limited. This training session is targeted to staff responsible for accepting rental applications, obtaining verifications of income, calculating income, determining household eligibility and completing the Tenant Income Certification.

Qualifying the Household - Assets (NEW)

Topics to be covered:

  • Checking accounts: calculating 6 month average and interest
  • CD's: determine cash value, pre-paid credit cards, trusts, estates, retirement/pension accounts
  • Real Estate: determine cash value and US Savings Bonds
  • There will be an overview of income from income sources but this will not be discussed in detail

Space is limited. This training session is targeted to staff responsible for accepting rental applications, obtaining verifications of assets determining household eligibility and completing the Tenant Income Certification.

The Electronic Reporting Program
(The Tax Credit "desk audit")

  • Preparing your Program Year 2014 annual compliance report: ERP and other required submissions
  • Special report considerations for the First Tax Credit Year
  • How to respond to "desk audit" review letters

Space is limited. This is an elective training session intended for "hands on" site and property management staff as well as for compliance staff who review the work of others. It will be especially helpful for those property managers without tax credit software that produce an ERP, but will be beneficial to all.

Aquisition & Rehab (NEW)

Date: July 16, 2014

Topics to be covered:

  • Determining income and rent limits
  • Qualifing existing residents
  • Tracking "out and back" dates during rehab, and more
  • This is an intermediate to advanced level course. It is assumed that those registering have a strong understanding of the Section 42, and are comfortable apllying its rules for both development and compliance in order to learn how an acqusition/rehab project produces its maximum possible credit.

Space is limited. This training session is targeted to developers, syndicators, asset managers, and property and site managers with information and tips on how to manage and track the moving parts of an Aquisition/Rehab or Rehab only project, so that a project produces its maximum tax credit.

Multiple Funding Sources (NEW)

Topics to be covered:

  • Meeting all program requirements imposed by all funding sources while also meeting Section 42 requirements, many which differ across programs
  • Monitoring for all programs that will take place by each program's agency
  • Learn how to manage your project and keep it compliant
  • This is an intermediate to advanced level course. It is assumed that someone registering has a working knowledge of multifamily programs as well as the Section 42 program.

Space is limited. This training session is targeted to developers, syndicators, asset managers, and property and site managers whose projects are funded with multiple layers of financing.
