HTC Update Training

This daylong session will focus on clarifications and updates to monitoring criteria and procedures. Updates to HUD, IRS, Treasury regulations, Section 42 tax credit policies, procedures, manuals, and forms will be covered. New requirements and changes resulting from the Housing Stimulus Act Legislation will be addressed along with the utility allowance definitions under amended 26 CFR part 1. Common findings of noncompliance and approaches to corrective action will be presented for Q & A. An overview of the IRS 8823 Guide will provide Owners and Managers with an outline of compliant project activities. The material is appropriate for all Owners and Owner’s Agents (property management staff) who work with applicants and residents of HTC affordable housing units. This half day session is for site managers or self-managing owners who handle applicants, verify income and assets, and determine a household’s eligibility before occupying an HTC unit. This will be an excellent introduction to HTC Program fundamentals for new or less experienced site managers before attending the Annual Update Training (on the following day). Income Eligibility Training
September 17 and 18, 2008

This training will teach attendees how to calculate a family's eligibility for HOME-assisted housing units using annual income as defined at 24 CFR 5.609. Training will include: determining whose income to count; definitions of income, assets, and allowances; the methods to calculate them; and the necessary source documentation. There will also be a special focus on HOME requirements for increasing rent and renting vacant units after a household exceeds the HOME Low Income definition.
